Rivers
State College of Arts and Science (RIVCAS) Rumuola, Port Harcourt now
has a 3 - phase history of transition. Established in 1977 by the
Federal Military Government along with 10 others in States that were
designated as educationally less developed (ELD) the Rivers State School
of Basic Studies was conceived of as a tertiary institution to redress
the apparent educational imbalance in this part of Nigeria. It was
affiliated to the University of Ibadan and later for pre-degree (IJMB)
courses to the Ahmadu Bello University, Zaria.
The Federal Government later handed over the running of the Schools of
Basic Studies with their autonomous tertiary characteristics of a
governing council, management committee, academic board, schools,
departments and units to the State. Thus on April 19, 1984, Police
Commissioner Fidelis Oyakhilome, then Military Governor signed into law,
the edict establishing Rivers State School of Basic Studies with effect
from November 1977 when it started operating.
